Be'lal was balefired. There is no reason to assume that the balefire was so weak that the DO could transmigrate him.

There's every reason to believe that after Moiraine comments on how (relatively) weak her balefire is.
There is also no reason that Moridin wouldn't know about Taim being Be'lal. Yet Moridin muses in PoD, that there are only 9 people left who remember sha'rah. This comment shall obviously make clear that Moridin is aware of all the other living Forsaken, also the reincarnated ones.

The ones we know about, at any rate.
It also doesn't make sense that Be'lal wouldn't attend the Forsaken meetings and wouldn't fight at the Cleansing. RJ even stated that all Forsaken were at the Cleansing, except for Moridin and Mesaana.

The latter is a bigger issue than "missing" meeting unless we assume an omniscient audience. Which could also answer the other one. We can't assume he's not Be'lal based on what he HASN'T done anymore than we can assume he is for such reasons. Only on what he has done is compelling either way.
Taim's character also doesn't fit Be'lal's, e.g. Taim doesn't like swords.

I've always thought that was a red herring; after Be'lals remark to Rand about how "they" turned a game of swords into combat it would be pretty stupid to immediately appear a master swordsman as well as master channeler. In fact, if he used the sword much around Rand he'd HAVE to deliberately alter his style to avoid outing himself if he's Be'lal.
Besides that, RJ made clear in several statements that Taim is Taim, an individual character, not a Forsaken in disguise

I thought he'd simply made clear that Taim is Taim, not Demandred, but I admit I'd feel a lot better about this is if I could find some of his old Q&As.
