Bel'al's thread was burned backwards in the pattern, say by 10 seconds. That means that the DO would have had to "catch" Bel'al's life 10 seconds ago to ressurect him.

However, the DO didn't catch him, because 10 seconds ago, Bel'al wasn't dead!

It's paradox, which pops up whenever balefire enters into the equation.

You COULD make some sort of justification that the 10-seconds-ago Dark One would have saved Bel'al, thus making Bel'al reincarnated in the present, and it'd make more or less sense in some other series... but that's not how things work in WoT.
I amuse myself.
