Because when Rand bended the light, it really did work on the ability to see, so it literally bended photons and light radiation, whereas Sheriam modified a wrap of Air.

The impression I got was what Rand did was closer to being able to become or make an object invisible, while what Sheriam did was make her weave itself visible and then opaque.
