Tuon would have accepted the truce on the spot had Rand knelt to her in Falme and I still believe she will accept it if they meet again. Rand really signifies the last remaining powerhouse standing against the Seanchan. So getting Rand to kneel would complete the Seanchan's victory (for the most part). Plus I'm betting Mat will be involved somehow in brokering a deal, that should be Tuon around if nothing else.
