What stops the people now in control of the channelers misusing them?
If they think the one power cant be allowed then they should kill channelers.
At least with the a'dam they can nip them in the bud. They need channelers to stop channelers. I'm not saying that's how I'd do it if I were in charge. I would have my captive channelers concentrate on researching ter'angreal in order to find a way for normal people to draw on the Power, or at least create weapons that allow normal people to take on channelers, then get rid of my captives, or only take enough to maintain my supply of counter devices. Assuming an inability to do that, your suggestion is more silly than honest.
