Well, it's obvious that it wasn't Halima. Sheriam's visitor was a saidar channeler. But Sheriam noted her exceptional strength in the OP, so it maybe was Cyndane.
Her "cloak" weave was described the same way as Mesaana's "cloak" in different instances in the White Tower in past books.
But wine was the great assassin of both tradition and propriety...
