Rand goes to confront the Seanchan alone after Tuon refuses to obey him. He formulates a plan to balefire the Palace and kill the High Blood, and then balefire the ships and soldiers. He leaves before he does this.

Would this have been a good thing?

As Rand showed at the end of TGS, take of their black coats and pins and Asha'man are unremarkable. They aren't pointed out via leashes like Suldam/damane or their weaves visible like AS's are to the Seanchan. After the failed truce, Rand should have sent 10 Asha'man to Falme, Ebou Dar and Tanchico and had them destroy every Seanchan ship as a lesson. No staying to fight a battle - surgical strikes.

Then sent a messenger saying this time the Seanchan will agree to work with him or the next strike is on their troops. And repeat till they do. Gateway, destroy a barracks or a raken field or the like. They'd soon enough have been forced to a truce. As per usual give a character a clear advantage and they'll think of 20 reasons not to use it.
