The Aiel and the Seafolk are unusual (the Seafolk less so). The Aiel Wise Ones are profoundly caught up within their complex culture, and although they seem to exert great influence within their culture, they do not seem to involve themselves (heretofore) as fighting combatants, nor do they seem to wish to dominate the world at large. The Seafolk, too, have a unusual culture that seems to control channelers, though they would-if they could-use their channelers to dominate the world's seas and trade routes-not so benign. In Seanchan, a country whose ruler RJ seems to want us to see as positive (given the obvious transferral of loyalty of those who follow the Way of the Leaf from the Dragon in the AOL to Tuon), they make female channelers worse than slaves.

Egwene, wrongly, wishes to exert her influence to make the AS more like the Aiel. I say wrongly because there is no cultural or metaphysical reason for the AS to accept such a change (that the AS would accept in their arrogance).

However, channelers are like nuclear weapons-it seems very dangerous to have them running around dozens of different nations without any international system of restraint. The AOL was the apotheosis of humankind, where it seems a utopian society recognized the Power's use and that the people of the age were in accordance (as well as war being essentially forgotten before Mierin broke the bore). Egwene's age is not so promising in outlook for benevolent channeling without something to the effect of the Three Oaths. The AS ARE weaker than Wise Ones and the Seafolk, and shouldn't be trusted without oaths or leashes-oaths preferrably.
