Everyone would become a slave, like in the old Seanchan continent. Sure, I can't prove that claim but I believe so. In the other societies there are certain reasons why the channlers don't rule but can you see someone like Galina just living her life and allowing, say, Mattin Stepanos rule Illian. The Aes Sedai would be like little Rands.
