The Mistress of Kitchens is part of her job. However, she serves a different purpose than just that. I don't think she's a burned out AS. No, we already have one of those, and with the limited life span, I doubt we'd have multiples of them all over the place.
I think she's just a very good spy for the internal workings of the Tower. Perhaps a spy for the Blue?

Why her readiness to help Eagwene (sp) escape. Why help Min escape. Maybe if someone went back to Min's episode and checked to see who knew about her then we might have a clue. It seems somewhere that it was noted (maybe by Moraine or Siuan after the split) that the Blues had the best spy network of all the ajahs. I could totally buy that she is a spy for the blue.
But wine was the great assassin of both tradition and propriety...
