People seem to believe Rand has resolved his inner struggles, though he is still supposed to wonder around like a begger with a blindfold on his eyes. I always supposed part of this will be due to his faltering sanity.
He said at the dinner gathering of StormLeaders before the NYC signing that Perrin's vision of him as a beggar with a blindfold over his eyes has been fulfilled in the steps leading to his epiphany. Specifically from the time he almost killed Tam till the time he destroyed the Choedan Kal.
The vision is completely metaphorical. He's lost his way, he can't see right from wrong and is soul is bereft/paupered. Brandon came straight out and said it.
The question asked was:
"Was there a wolfdream/vision of Perrin's that is fulfilled in the time from when Rand almost kills Tam to his epiphany at the top of DragonMount?"
Brandon's answer was:
"If you mean Perrin's vision of Rand as a begger with a bandage over his eyes, than yes, it has been fulfilled."
So Rand is not "still supposed to wonder around like a begger with a blindfold on his eyes" He's already done that.
