The "every Forsaken died by balefire" can't be right, either. Osan'gar was burned up with a massive blast of fire at the Cleansing. (The group responsible didn't know the weave for balefire.)

I think he was discounting second deaths. Osan'gar doesn't count because he is Aginor. Plus, we don't know if Osan'gar will be (or already has been) given another body yet.
