You didn't think that Justice vanished into the ether when Hawkwing died and was bound to the Horn, did you? Same thing with Birgitte's bow. She didn't have her bow with her when she was ripped away from the Horn, she had to get a new one.
It's been shown in the books how you can create whatever you want in TAR. It's not such a stretch of the imagination to assume that the Heroes called by the Horn can bring whatever they want with them, since they're only here temporarily.
So Artur Hawkwing will fight with the Justice he brought from TAR, and Rand will fight with the real Justice.
