We now know that Finnland is a repository for vast amounts of One Power items. That appears to be how the Finns give people power in the world. It may also be possible that the Finns hung Mat on the Tree of Life using a gateway ter'angreal. The Finns may have created a gateway and then hung Mat directly from their own world. To me, this makes a little more sense than the Finns walking out of Finnland and hanging Mat.
