It's not only Brandon who says so, Harriet and Doherty did too at JordanCon, for example. And RJ flat out said years ago he owned all the copyrights to the WOT, and had only publishing contracts with Tor (and others). Now these copyrights have passed to the estate headed by Harriet. The estate's company is Bandersnatch Group.
If you open the books you'll see, there's no Tor copyright, nor is there on any derivative work, comics, RPG, calendars and co, many of which they are not even involved with in any way. They don't even have the rights to the series's name - it's a trademark of the estate used by permission.
