1) Sanderson was wrong and they CAN make the rings.
2) They have a cache of rings they dip into only when absolutely necessary. Retrieving those they luck into finding.
3) They do not create the rings from scratch, another ter'angreal manufacturers the ring ter'angreal.

That the only ter'angreal that the seanchan make is the adam and that they have not thought about making others? It could be a new making that they recently discovered but I doubt it since it was mentioned that this is not a new thing. I would tend to lean towards #'s 2 and 3. I think that they only use them when necessary and have to recover them later if possible, but it would be interesting if there was a ter'angreal in Seanchan that is churning out rings like the one in the tower that makes the fancloth.
