In a class of 30 children, only one would actually punch the ginger kid with glasses, but it doesn't mean that he doesn't have 5-6 lackeys around him because he's powerful.
In my opinion a creator we've never seen offers a less impressive prospect than a very present Dark One who in 100 years has turned a utopia into a world at war.
Also given the progress the Shadow made during the first three years of the war, that would have attracted more.
The DO would have been seen as unbeatable to a large ammount of people. A floored victory is better than a righteous defeat to many, if it means life.
Only Ishy knows what the DO wants really, I imagine if the others knew then you'd have nobody joining the shadow at all, however, as the common DF sees it, the risk of the light losing is obviously too great to make the "right" decision.
