But why? They can never be a threat to him. The DO is as fundamental a part of the universe as the laws of physics. He has everything to gain and nothing to lose by recruiting the most talented and able people into his ranks. I've never understood that.
Perhaps it's Moridin's choice then. Sanderson (or was it RJ) stated that the DO's perceptions of the world are coloured by the perceptions of his servants.
He is also an "uber control freak" (this from the authors) who wants predictable servants.
And why should Semirhage be so clever or special? She's just a glorified torturer - the most she can do as a prisoner is make barbed comments. The fact that she can shake Cadsuane and Sorilea even as a prisoner is nothing to be scoffed at, but she isn't in her element there and in fact, there is little use for her in this Age aside from torturing Rand to harden him (which, btw, nearly resulted in the end of Ebou Dar and the Borderlanders).
