Kiruna is already sworn to Rand.

Who better, along with several others (13! plus some Ashamaen) to send to negotiate with the Borderlanders.

Also, it would be nice if Egwene could check the A.S. with the Borderlanders against Verin's list.

And throw in a testing with the Oath Rod while you're at it.
