It is like those answers candidates gave in campaigns. You don't believe it works, but you say it becasue people want to hear it nontheless.

The reasoning process assumes the WT is still the center of the Randland, and the DR is below the Tower, to be guided, which is very comforting to the pride of the AS, no doubt.

Do you send a delagation to guide President Obama? You offer suggestions and help, not guidence, unless you think you are the power broker that made him president, so he must listen to your advice. The difference lies in who makes the final decision, and who is responible for the final action, the WT or the DR.
