RJ mentioned Demandred as the second Top Forsaken once:
"With the Forsaken, where treachery and backstabbing were an acceptable way of getting ahead, the turnover in the upper ranks was fairly high, though Ishamael, Demandred, Lanfear, Graendal, Semirhage, and later Sammael, were always at the top end of the pyramid."

Therefore it seems doubtful that he is the least intelligent. Besides that, the other Forsaken all consider him very dangerous. Plus, we know e.g. from the Guide that he is a very powerful channeler.

Again, just because we readers don't know yet what Demandred was up to (we just have our theories), naturally doesn't mean that he did nothing.

Just because RJ mentioned him second does not mean that he was #2, he just listed the Top 6 FS ... these were the people most skilled at personal and political survival, and were likely all so close that an open battle between them would have uncertain outcome.

Undoubtedly he's a dangerous man. But for the record Graendal actually believed Semirhage was more dangerous than Demandred until TGS... the fact that she seems surprised that he would openly threaten Semirhage is telling.

Anyway, my opinion of Demandred is that he's plotting from the shadows and will have a spectacular failure, probably ending in an uninspired death... maybe RJ will have him fall off his horse and break his neck

Undoubtedly he's a dangerous man.  But for the record Graendal actually believed Semirhage was more dangerous than Demandred until TGS... the fact that she seems surprised that he would openly threaten Semirhage is telling.
