He may be becoming mad to a degree, though I feel there is a lack of evidence for this, except that coming from evil, compulsive liars playing for the other team. And he has not enough Power considering that he needs to unify all the nations and is more competent and frankly pro-active in terms of moving forward and caring for the people of his nations than their previous rulers.
Does the Devil ever struggle to be good again, or if so is he not a devil?

What difference does it make after all? Anonymity in the world of men is better than fame in heaven, for what's heaven? What's Earth? All in the mind.
