Well, it could be a giant penance to put her in her place. I don't think the a'dam, sul'dam, and damane concept will survive the end of the series (though I think it's a good solution for criminals and BA, but doubt it will be used as such), so unless Suffa dies in the next two books, she'll be freed eventually. Perhaps she comes out of it a broken woman, perhaps just humbled.
