it does make an odd kind of sense. The Aes Sedai at the time were splitting along gender lines, and the women might have deliberately caused Callandor to require a circle of two women and one man.

Another point is that the Domination Bands are a dark mirror of Callandor. They also put two women in a position to force a man to weave certain things, reining in his abilities.

One could extrapolate that an Aes Sedai who helped design, or just studied the designs of Calandor, made the DBs during the Breaking.
