With all the souls lost to the Dark One, through Grey Men (and possibly transmigration), and the Trolloc Souls, which become tainted, there's got to be some way to create new ones.
Or the Dark One is trying his hardest to rule the world before everyone turns into his Trolloc slaves or are 'eaten'.
