I think if all the souls were destroyed, so the world was a barren wasteland (perhaps with bands of Trollocs running around) then the DO would be trapped without any way to break his Prison. He needs people to break it for him, or at least unlock it so he can break it. Hence his reliance on Forsaken. He's not looking for the End of civilization, he's trying to completely unmake the universe.
