I think RJ's notes might have just said that Rand dons a disguise fulfilling the prophecy of him as a beggar while entering the Seanchan territory without specifying exactly how - perhaps RJ originally intended Rand to change some parts of his physical appearance with an illusion, but still be dressed as a beggar but BS interpreted and wrote it differently?
