Loial has had his moments too, though I think the "bravery" standard for Ogier is different.

EDIT: Tuon is the only person to have stood up to EvilRand. Unlike many others, I gave her major points for this; peace is all well and good but Rand, in his mid-TGS state, was not someone she could trust with the fate of her people.
