Also, Moiraine was cut off from the Tower for about 20 years- Siuan mentions that Moiraine is almost never in Tar Valon. Compared to the cushy, political life of other Aes Sedai, I'd say a life of dodging the Black Ajah is very much a sacrfice.
The Black ajah was only trying to hunt down every single potential male channeler, Moiraine and the Blacks never had a common target. You make it seem like she was in constant danger by the Black ajah. She wasn't. Merean tried to kill her, yes, but she might well have been the only one. Verin led a much riskier life. Who knows what things Verin was forced to commit as a Black in order to not blow her cover?
IMO, even Siuan had a harder life than Moiraine. At least Moiraine was doing something important with her buddy Lan. Whereas Siuan was rotting in the Tower burdened by responsibilities, abandoning everything in order to be the Amyrlin.
P.S. Cadsuane also never spends time at the Tower. AND she's been doing that for hundreds of years before Moiraine was born. Oh Caddy, you gave up so much!
Who is the bravest WOT character -- a soldier willing to sacrifice the most for their own cause?

Can totally get behind Tuon for that scene. Bornhold's a boring fanatic, though. *NM*
