Here's what we know about the author of "The Strike at Shayol Ghul":

Clearly, he is a contemporary of Rand, and thus, the fragments that are mentioned have already been found or will be found very soon.

Are we sure this queen(and her historian) is the one with the borderlanders? Wot Encyclopaedia speaks of two different Ethenielle's:
Queen Ethenielle Kirukon Materasu - Queen during the writing of the Strike
Queen Ethenielle Cosaru Noramaga - Queen right now according to the Guide.
For all we know these things will be written in the future of Rand&co.
