Why does Ethinielle have to die or be deposed? This guy is her Royal Historian, and the text says so quite plainly!
Think it through. All we know from the quote is that the work in question is written DURING HER REIGN. That could have been back before New Spring, it could have been while Rand was growing up... or the historian back home in Chachin could be writing it right now. Or maybe she'll reign another twenty years, and it will be written near the end of her reign! Just because she is the current queen does not mean it has been written. Now if the manuscript was written by the court historian of Queen Morgase Trakand of Andor, or Queen Tylin Quintara of House Mitsobar of Altara, or the Empress Radhanan, then we would KNOW it has already been written, because anything written DURING their reigns has to have been written by now. For a still reigning queen, there is no such guarantee. All we know about the writing date of the manuscript is that it was NOT written BEFORE she came to throne, and will be written sometime before her death or deposition. Until her reign ends, you cannot say it has been written, any more than you can claim the Haiti earthquake will be the greatest natural disaster of Barack Hussein Obama's presidency.As for who has been there... Rand himself was seen in the Library at Chachin (who knows, his ta'veren presence may have revealed the fragments to the Historian) in WH. What if he goes again? Or what if Ashmainelle goes again to collect the Tower's tribute, and is told of it?
I didn't say it couldn't happen, I merely pointed out your error in assuming it exists. What if Rand's presence in the library inspired the author to read up on the Dragon and from his research, decided to compile the manuscript? Maybe he overheard Rand muttering about Cleansing saidin to LTT, and decided to start work on tSaSG before it became irrelevant. Or what if Ethenielle knows and carries these fragments with her?

The reign of Queen Ethenielle is an uncertain time period, extending past tGS, and there is no indication at which point in that time period the manuscript turns up. As should be obvious to anyone. Except you. Because you lack the ability to trace a coherent line of reasoning.
