Graendal herself says that no one can stand against Rand, which once again reinforces her unwillingness to stand against him. It's a miracle she didn't flee Arad Doman the instant she heard he'd arrived, but by then she'd probably created such a mass of Compulsion that she convinced herself that she stood a real chance to choose a battleground on her terms. This was a dilemma Rand himself brought up, knowing how Graendal works.
According to Moridin's orders, Graendal wasn't allowed to physically harm Rand, and she just learned that Semirhage was even punished after harming Rand a little in self-defense.
That means Graendal's only chance to prevent order was to somehow subtly manipulate important player in Arad Doman, so that Rand couldn't pacify the country, but at the same time avoid to lure him to her (since practically Graendal wasn't even allowed to battle Rand).
