For these reasons, what Granedal plotted in TGS, was rather simply how to keep Arad Doman in chaos, e.g. by manipulating the nobles or other important people, than that she was involved in a risky plan to break Rand.
And, of course, look out for her own interests. At this point, that involves sucking up to the Dark One & by proxy his favorites, rather than developing a client nation for the Shadow, as Rahvin, Sammael & Bel'al attempted. While she might seize on an opportunity to bring him "pain of heart" in order to facilitate the ass-kissage, survival would be a paramount concern for her, and therefore, active efforts to hurt him, and thus draw his wrath on her (see her discussion with Sammael in LoC regarding Rand's attitude towards the death of the Maidens), would seem to be counter-indicated, regardless of a promise of rewards. She has always been the one most expressing caution regarding Rand's chances of winning, and it seems most in character for her to pursue the portion of her assignment that lets her frustrate him and tie him down with the minutiae of political power (for which she expresses contempt in her discussions with Sammael), rather than poke at him and agitate him where it hurts.

From what we have seen of Moridin's attitude in comparing the struggle against Rand to his game in tPoD, this would be in line with his thinking. In that game he notes that "Rand" is either powerful but slow and ponderous, or else mobile and agile but weak. The book's title implies the perils of weilding political power, and it is Rand's frustration with that role which causes him to go off the grid at the end of the book and switch modes. That is part of his descent in tGS - he is returning to PoD mode, which was his previous nadir of personal turmoil and political frustration. If Graendal is shrewd and insightful enough to guess that about Moridin & Rand, she might even be able to explain her chaos-sowing as heart-pain-inducing as well.
