It's that RJ felt that power shouldn't got to people because of Rules, or personality, or humility, but rather to people who in the end make sound decisions. Egwene, while certainly irritating at times, did make some tough but good ones, and at the very least will be better for the Tower and for Randland than Elaida was.

Being a leader is in many ways a job more than a position, and you need people who do it well, not people who are flawless angels.
