They broke their own laws. There are no excuses.
I'm a little confused here. They broke their laws how? they were following the orders of the Amyrlin Seat, which they are supposed to, according to law. If anyone broke the law, it is Elaida.
Now, I could argue they should have refused her orders and rebelled, but you think that is wrong too. So what should these women have done?
More importantly, their order to break the law wasn't why the Asha'man bonded them. Way before Logain and co. got to know of that, they had bonded the sisters.
Which means their motives were merely convenience.
"I'm sorry. I cannot spend the time and effort to keep these prisoners in jail. I'll sell them into slavery instead!"
