And she does not delegate to them. And no, sorting out rank among minions is not delegating power

Yes, Rand has some people working for him. He doesn't respect them or treat them with respect, and till date, has shown hardly any trust in them.
Darlin and Caroline rule Tear and Carhien. Ruharc leads the Aiel. Logain is his primary (well, only) contact regarding the BT. Bashere is in charge of the Saldeans. Elayne was left alone in Andor to rule without interference.
While he has displayed temper towards them (as a result of a legitimate trauma), he still trusts them with enormous responsibility. More than that, he asks their advice on many occasions, and uses it. Bashere's military advice, Elayne's political advice, Nynaeve's more moral advice in TGS as well. What he has done is surround himself with trustworthy people, and it took a massive Forsaken plot, plus the folly of Cadsuane (whom let us not forget is a key member of an order who kidnapped Rand, beat and tortured him, and then beat Min in front of him while he was helpless) in order to breach that trust. And even that only lasted days, or a couple of weeks at most.
Egwene's loyal followers include Silviana, Siuan, Leane and maybe Saerin, Seanie and that lot too.
Oh, so you mean Siuan, who by Egwene's own logic should still be Amyrlin, or Saerin, whom Egwene KNOWS was incredibly capable and yet still ignores (after all, Saerin couldn't possibly be better than her - she never even considers it). Seane and the other BA hunters are treated like dirt, no respect for their life-risking mission, instead Egwene has a tantrum because they made spies swear Oaths (of course, the fact that Egwene did the same never crosses her mind). Leane is like a lost puppy that is forced to side with Egwene because nobody else will side with her, as is Siuan.
But Egwene gets angry at Siuan, her "loyal follower", not to mention friend and mentor, and rightful leader, because Siuan saves her life.
If alarm bells aren't ringing at that point, then I don't know WHAT to think.
