The key word is must here. Your sandwich example doesn't hold, because there is no compelling reason for a war over a sandwich.

What Lan is saying is that in a situation where the only option is to pay a heavy price, because otherwise all you're looking at is total defeat, then you can be sure that the sacrifice is worthy, in the sense that it will give you what you want.

That's how I read it, anyway.
