What about the fact that Mat is now the Emporer? Would kneeling to him constitute "kneeling to the throne?" I can definately see newRand humerously taking a knee or bowing before Matt to goad him when Rand discovers that Mat is now an Emporer.
But apparently Mat is basically just the prince consort as Prince of the Ravens. I would also say that Tuon's or Minjay's thoughts make clear the the DR has to bow before the Empress; only the actual ruler sits on/"is" the Crystal Throne.
However, it's correct that we don't really know what power Mat has among the Seanchan now and how he might use it to help Rand.
