I never had the opportunity to learn with french and english, though. Your niece stands to be in a wonderful place for that 

Not as much as she could. They don't intend to let her read in English too early. They don't mind her learning spoken English early, but she might have to wait fourth grade to learn to read English like everybody else. It's a debate in our education circles in recent years.
