Why is the word House always blue in House of Leaves?

Stylistic choice within the book itself. Once you begin to read it, you'll... I guess I shouldn't say "understand." Accept, perhaps? Not quite sure.

Never read it, never heard of it, but even the OF quote of the moment had it in blue.

Heh. That would also be thanks to the fact that I ran the Quotes section. :D
