I must have missed that.
I guess that I can understand the financial constraints behind such a decision, though one could argue that both authors could sustain good selling numbers without big marketing pushes, more so Martin than Lynch. (Heck, I could probably come up with a web/focused campaign for both that would do the trick... might need to pitch that to Bantam).

Don't start that rumour. Yet
Bantam 'expect' to publish ADWD in the financial year 2010-11, but it is of course a gamble. A much more informed gamble than before, backed up by GRRM's recent blog comments, but it's still possible something drastic will happen and the book will slip to 2011. In which case Bantam could have released RoT in 2010 instead, but of course by that point that ship will have sailed.
The problem is that marketing spends have to be mapped out and budgeted months or indeed a whole year in advance, and marketing for a major title has to be planned often before the book is finished, which creates major problems if the book then slips. All of the major publishers have to deal with this problem one way or another, and generally it does sometimes involve 'lesser' books getting pushed back and moved around to make room for a juggernaut expected bestseller which then doesn't materialise. Part of the industry, unfortunately.

It's going to take more than a year to take a 'completed' draft to publication?
