In this case, the arrested man was actually HOLDING the stroking woman in his arms. That police officer could have ended up being directly responsible for her not making it into a doctor in time for proper treatment, simply for being an anal stickler.
Whereas your friend's situation is still sad, but his dad wasn't magically going to live if he did make it there and no one's life was on the line.
In this case, that officer directly put another person in danger of their life.
