he was directly putting the woman's continued existence at risk. A stroke is no minor health concern; The woman could have died. In the example you give, no one's health was at risk. It is regrettable, yes, immensely, but the officer endangered no one. That is not the case in this situation. This officer directly endangered this woman's life by detaining them for more than a few seconds.
