...while they dealt with the husband. The fact is that the man broke the law. He should have called an ambulance to transport his wife to the hospital. Or, if that would have taken too much time, he should have called 911 en route to the hospital, and they would have sent a police escort to allow him to proceed through intersections (or at least been aware of the situation so the confrontation with the policeman could have been avoided).
