So if this is not a religious requirement you would not be on her side of it? I was trying to tell from the picture in the article whether her mom was wearing one or not 

No because if she doesn't have to wear it then she (or her parents?) are making a choice to and so she can follow the school dress code with out going against her religion.
I have to agree here 100%. If it's not REQUIRED by the religion, then the school should not have to accommodate her, because at that point it's a choice, just like any other kid in school makes a choice to follow or disregard the rules.
