At least I couldn't if I ever saw need to go to San Fran again with is doubtfull. Before they sold meals with toys and meals without toys. I also had the option of simply not letting my child have the toy which is what we did when she was younger.
I am not sure why you don't see that as less choice. I take my daughter to McDonalds as reward or as a special tret and I have no problem if she gets a silly little toy.
