I had always assumed they would prefer a buffer state, just not one that is on the verge of starting a major war (unless they were waiting to use North Korea to devastate Japan and South Korea in a future where competition is fiercer).
That part might be a little surprising but I think it is mostly a concession they would be willing to make as long as America withdraws from the South (the beneign relationship part). It would even benefit them as America would not need to have so many troops, ships, provisioning, etc. in that part of the world anymore.
Mainly I think they would just like an out in dealing with the North. They'd like to move on past the last Cold War holdout.
