Change the format. Have the qualifying teams play each match in the country of the team that has the highest ranking.
Each match. For instance, in the last Cup, the U.S. played Ghana. The match would be played in either the U.S. or Ghana. If it was a match between England and Brazil, the match would be played in one of those countries.
