He does not need to be cuddled, he needs to be locked away forever but killing him does nothing but satisfy bloodlust. Shooting the insane will not stop drug dealers form killing people, shooting drug dealers will not even do that.
The only way to deter the criminally insane is to learn how to identify and treat them. Not much to learn from them after you leave them dead in the street.
