I admit I am guilty of letting 2 feet pile up on my car before cleaning it off the other day, but it would be damn annoying to be fined for that.

There are fines given out for not clearing the sidewalk in front of your house, so it's not so much a stretch.

But if the law only applies while driving, that's a no-brainer.
